To protect our communities by exercising hands-on leadership, emphasizing maximum courtroom effectiveness through staff training and mentoring. Achieving effective communication with Bucks County's police - the professionals who make the cases we must win in court. Targeting gun violence, organized drug dealing, crimes against children and the elderly and public corruption. Improving victim/witness communication and expanding crime lab capacities. Updating office technology and procedures to make each ADA more productive and better prepared.

The sheriff also executes sheriff's sales and carries out orders of the county court. In some counties, deputy sheriffs provide courthouse security and transport prisoners. The sheriff is responsible for issuing gun permits.

Answer to question: How would you improve and modernize your office to better serve the citizens of bucks County?
I have implemented honor guard, warrant unit, children fingerprinting, modernized gun permit cards, initiated drug and psychological pre-employment testing and updating computer system. I am working on new systems to interact with the public and to provide faster information. I am in contact with companies concerning safer and more efficient uniforms and laptops in all deputies? vehicles. I am working on more training for the deputies through outside resources and legislators.

Answer to question: What do you consider the most important issues facing your community and how would you address them?
Flooding--Upper Makefield landowners impacted by flooding, need the support of the Supervisors to benefit from mitigation efforts, grants, and loans. The Upper Makefield Township Riparian Grant Fund is one resource.
Budget--Upper Makefield Township is experiencing higher expenditures and lower revenue, in part, a result of poor financial markets. A detailed review will be critical so that there is proper funding for essential programs that provide safety, protect property values, and committed obligations.

JOHN SILVERS - UPPER MAKEFIELD TOWNSHIP SUPERVISOR
John graduated from the United States Military Academy at West Point in 1990. Not only did he earn a Bachelor of Science degree in Engineering Management, but he also distinguished himself by earning a 2nd Lieutenant rank in the United States Army. His responsibilities in serving our country included the position of Air Defense Artillery Officer for the Stinger Missile Support for the Infantry and Armored Units. His service took him to Germany for three years and to Fort Bliss in El Paso, Texas for an additional three years. The leadership opportunities while serving his country afforded him the ethical, tactical, and strategic management decision-making skills that followed when he retired from the Army.
Upon moving into the private sector, John was offered a position with the General Electric Corporation. In his management role, John and his project team were challenged to launch a direct-to-home video service with a 1.5 billion dollar budget. The project was recognized as one of General Electric's top success stories. In fact, it earned John the prestigious Jack Welch Presidents' Award.
John later moved to a management position with the Aramark organization. He worked with the law enforcement community and interacted with prison officials, the sheriff's department, and other law enforcement officials. He and his staff managed the food service division for a significant number of correctional institutions. His time management and project management skills escalated to enhance his team's peak performance.
A resident of Upper Makefield for 10 years, John is currently President of the Upper Makefield Business Association. This community organization was specifically created to raise funds for families in need and for scholarships sought by individuals who would otherwise not be able to continue their goals for a higher education.
With an entrepreneurial spirit, John in 2008 followed his primary professional interest - assisting youngsters in their quest for scholarships, and by helping them to achieve excellence in their educational pursuits. He, therefore, launched a new business to promote his vision for the youth of tomorrow and the future leaders of America. His academic coaching business is located in Newtown.
John and his lovely wife Catherine enjoy spending as much quality time as possible with their two children, 13-year old John, Jr. and 7-year old Laura.
In addition, John is currently serving as the Co-Chair for the 2009 Bucks County March for Babies, is a Board Member for the West Point Society of Lebanon Valley, serves as a Military Academy Liaison Officer for West Point, and works with the German-Shorthair Pointer Rescue of PA. He was named the Upper Makefield Township Volunteer of the Year in 2008.
